Brief Introduction of This University
This University was established in 1952. It is one of the key universities in the Inner Mongolia Autonomous Region，which was built in the frontier minority area by the Chinese Communist Party and country. While it is an important base to train talents for basic education, minority education and Mongolia and Chinese education, it is also a training center for the middle school teachers of Inner Mongolia Autonomous Region. Being a further study center for middle school and primary school teachers as well as a research center of reform and development of basic education and minority education, it thus deserves the title, “the cradle of minority education”.
Occupying an area of 2,534,000 square meters, with541,000 square meters of school buildings, its fixed assets amount to 78,300,000￥. With approximately 1,780,000 volumes stored in the library, its most important asset is the wealth of Mongolian books and study resources.
The strength of This University lies within its 20 subsidiary bodies, 19 subordinate colleges, and six directly administered departments and staff offices. Furthermore, its network center, science and periodical offices, two libraries, museum, two associated middle schools, two experimental middle schools and an experimental kindergarten broaden its influence within the region. In addition, it edits and publishes This University Transaction in five editions, philosophic in Chinese and Mongolia languages, natural science and educational; and Chinese Learning Newspaper and Composition Newspaper, etc.
This University boasts 1,968 instructors of which 1134 are full-time. Moreover, the teaching staff represents 102 Doctorsor Post Doctors and 424 Masters. This amounts to more than 46.38﹪ full-timeteachers possessing a masters degree. There are 230 are master tutors and eight part-time doctor tutors. The correctitude technical post is held by 156 teachers and the assistant technical post is held by 445 teachers. Sixteen young and middle-aged experts have made outstanding contributions for China and the Inner Mongolia Autonomous Region. They are members of the National Hundred Thousand and Million Talents Project, the New Century 321 Project of Inner Mongolia Autonomous Region and the High Education 111 project of Inner Mongolia Autonomous Region. 45 teachers receive governmental allowance.
This University has formed a multi-layered training system, including 14352 full-time undergraduate students, 996 postgraduate students, 15604 students in adult education program and 20 students abroad.
This University proudly offers 49 undergraduate majors, which cover 8 project types, including eight key projects for the Inner Mongolia Autonomous Region and 15 key projects for the This University, 45 master degree posts and an educational master degree post. Also, there are 42 graduate schools or research centers, 58 laboratories, in which the remote sensing and geographical information laboratory is the key laboratory in facilities in the Inner Mongolia Autonomous Region.
During the last three years, This University took charge of or took part in 385 science and research projects; published 148 science literatures; delivered 2903 theses, including 122 of them in SCI, EI, etc; obtained 182 Chinese and provincial rewards in scientific research; won 7 patents in China. A teacher published a thesis in Nature when he attended an advanced study in Holland.
In more than 50 years, under the guidance of the leaders of the Party committee and government of Inner Mongolia Autonomous Region, This University moils, practices and explores; accumulates plenty of experience of running the university; and forms an excellent tradition. Especially in the new century, This University considers the situation; finds out its status and foundation in the modernization of Inner Mongolia Autonomous Region; analyzes historical development and actuality of the university; brings forward a directive idea of running the university after several times of learning and discussion, which is according to the Theory of Deng Xiaoping and the Three Represents, maintains socialistic direction and implements educational guideline and national policy of the Chinese Communist Party; undergraduate and postgraduate education develop in phase with subject construction as the primary concern and undergraduate education the other ; trains the talents with good stuff, thick base, creative spirit and ability of practice; tries best to make the university the premier comprehensive University with compelling qualities. In the course of running the university, This University has learned its functions, mission and disciplinarian, forming an ideal of running the university that is “improving with the times, reforming and creating, cultivating education, strengthening the university with talent base and a solid foundation of teaching, coordinating development, uniting various nationalities and trying hard to greatness” and a feature for running the university that is “ devoting major efforts to developing national higher education and cultivating the compound talents of the minority nationality who are familiar with Mongolia and Chinese.”
In the course its successful operation for more than 50 years, This University has formed an excellent school motto, which displays self-devotion, practicality, solidarity and diligence. More than 80,000 graduates who have spread over every walk of life within Inner Mongolia Autonomous Region and China, include the vice chairman of the Chinese People’s Political Consultative Conference and the dean of China Academy of social Sciences, Chen Kuiyuan; the vice president of People’s Bank of China, Wu Xiaoling; the vice president of Beijing University, Shi Peijun; the superintendent of History of Natural Science Graduate School in the Chinese Academy of Science, LiuDun; the superintendent of geography science and resources graduate school in the Chinese Academy of Science, Liu Jiyuan; the board chairman of YiLi Group in the Inner Mongolia Autonomous Region ,Zheng Junhua; and many others, too many to mention here.
This University insists on running the university with an open policy, strengthens international communication and sets up a cooperative relationship with some famous colleges, universities and scientific research institutions in the America, Holland, Russia, Japan, Korea, Mongolia, etc; develops the education for students abroad and establishes an educational center for Mongolia and Chinese students. This University employs hundreds of famous experts and scholars as scientific consultants, visiting professors and part-time professors.

Ⅰ. Party A wishes to engage the service of Party B as . The two parties, in a spirit of friendly cooperation, agree to sign this contract and pledge to fulfill conscientious all the obligations stipulated in it.
Ⅱ. The period of service will be from the day of , to the day of , .
Ⅲ. The duties of Party B (see attached pages)
Ⅳ.Party B’s monthly salary will be ￥ 4000 yuan RMB, 50 % of which can be converted into foreign currency monthly.
Ⅴ. Party A’s Obligations
1. Party A shall introduce to Party B the laws, decrees and relevant regulations enacted by the Chinese government, the Party A’s work system and regulations concerning administration of foreign experts.
2. Party A shall conduct direction, supervision and evaluation of Party B’s work.]
3. Party A shall provide Party B necessary working and living conditions.
4. Party A shall provide co-workers.
5. Party A shall pay Party B’s salary regularly by the month.
Ⅵ. Party B’s Obligations
1. Party B shall observe the laws, decrees and relevant regulations enacted by the Chinese government and shall not interfere in China’s internal affairs.
2. Party B shall observe Party A’s work system and regulations concerning administration of foreign experts and shall accept Party A’s arrangement, direction, supervision and evaluation in regard to his /her work. Without Party A’s consent, Party B shall not render service elsewhere or hold concurrently any post unrelated to the work agreed on with Party A.
3. Party B shall complete the tasks agreed on schedule and guarantee the quality of work.
4. Party B shall respect china’s religious policy, and shall not conduct religious activities incompatible with the status of an expert.
5. Party B shall respect the Chinese people’s moral standards and customs.
Ⅶ. Revision, Cancellation and Termination of the contract
1. Both Parties should abide by the contract and should refrain from revising, canceling, or terminating the contract without mutual consent.
2. The contract can be revised, canceled, or terminated with mutual consent. Before both parties have reached an agreement, the contract should be strict observed.
3. Party A has the right to cancel the contract with a written notice to Party B under the following conditions:
(1) Party B does not fulfill the contract or does not fulfill the contract obligations according to the terms stipulated, and has failed to amend after Party A has pointed it out.
(2) According to the doctor’s diagnosis, Party B cannot resume normal work after a continued 30 day sick leave.
4. Party B has the right to cancel the contract with a written notice to Party A under the following conditions:
(1) Party A has not provided Party B with necessary working and living conditions as stipulated in the contract.
(2) Party a has not paid Party B as scheduled.
Ⅷ. Breach Penalty
When either of the two parties fails to fulfill the contract or fails to fulfill the contract obligations according to the terns stipulated, that is, breaks the contract, it must pay a breach penalty of US＄500 to 2,000(or the equivalent in RMB).
If Party B asks to cancel the contract due to events beyond control, it should produce certifications by the department concerned, obtain Party A’s consent, and pay its own return expenses; if Party B cancels the contract without valid reason, it should pay its own return expenses and pay a breach penalty to Party A.

Ⅸ. The appendix of this contract is an inseparable part of the contract and has equal effect.
Ⅹ. This contract takes effect on the date signed by both parties and will automatically expire when the contract ends. If either of the two parties asks for a new contract, it should forward its request to another party 90 days prior to the expiration of the contract, and sign the new contract with mutual consent.
Party B shall bear all expenses incurred when staying on after the contract expires.
Ⅺ. Arbitration
The two parties shall consult with each other and mediate any disputes, which may arise about the contract. If all attempts fail, the two parties can appeal to the organization of arbitration for foreign experts affairs in the State Bureau of Foreign Experts and ask for a final arbitration.

Party A: This University
Party B:
Ⅰ Party A’s Responsibility
1. Party A shall pay Party B salary at the amount of 4000 Yuan RMB monthly from the date Party B begins to teach for Party A to the date that the contract ends. Provided Party B gives lessons more than 18 school hours, Party A shall pay Party B for the extra part at the amount of 80 yuan RMB per school hour. Party B shall pay the tax according to China Personal Income Tax Law.
2. Party A shall offer Party B an apartment with necessary furniture, bed, telephone, TV, bathroom, heating system and kitchen.
3. Party A shall cover Party B’s medical cost (hospital registration fee, transportation cost and food cost not included), provided Party B gets ill or has an accidental injury during stay in China when the contract is valid. Party B shall go to the appointed hospital, that is, Inner Mongolia Hospital, to get treatment in case of sickness or injury, otherwise, Party A will not cover Party B’s medical cost.
4. Party A shall pay Party B 50 Yuan RMB monthly for telephone charges. Party B shall pay the rest part.
5. Party A shall pay Party B round trip international airline ticket (economic class, nearest route from China to Party B’s country) only if Party B would work for one academic year.
Ⅱ Party B’s Responsibility
1. Party B shall give at least 18 school hours’ lesson for Party A per
week. Party B shall follow Party A’s syllabus, complete the course(s) on time, deliver the lessons in an appropriate manner and guarantee the quality.
2. Withoutprior permission of Party A, Party B can not give lesson
or take on any other job off campus.
ⅢThe appendix to the contract is an essential part of the contract. It has the same legal force as the contract. It comes into force only when and as soon as both parties sign it, ends when the contract is expired or made invalid by either party. Any amendment will be made in written form after discussion between both parties. Any verbal agreement will not be recognized.
